Our office specializes in license applications for private lodging businesses (Minpaku)<\/strong> under the Private Lodging Business Act, as well as hotel and ryokan business permits and simplified lodging applications, mainly in Nagoya City.<\/p>\n\n\n\n

Compared to other municipalities, Nagoya has a\u00a0unique and strict procedure<\/strong>\u00a0for opening Minpaku. <\/p>\n\n\n\n

The document review is much stricter than in other cities, which makes the process more complicated and time-consuming.<\/p>\n\n\n\n

Between 2024 and 2025, the number of Minpaku facilities in Nagoya increased by over 50%<\/strong>, and as a result, the application process has become more difficult. To open a Minpaku (under either the Private Lodging Act or the Hotel Business Act), you must obtain written consent from the property owner.
We collaborate with real estate agencies that specialize in Minpaku properties and introduce you to properties that are legally suitable for Minpaku operations.<\/p>\n\n\n\n

Important:<\/strong> Forging the owner\u2019s consent is a criminal offense (forgery of private documents) and may result in imprisonment or fines.<\/p>\n<\/blockquote>\n\n\n\n

2. Document & Drawing Preparation \u2013 Health Center Notification<\/strong><\/p>\n\n\n\n

Opening a Minpaku in Nagoya follows a unique process different from Tokyo or Osaka:<\/p>\n\n\n\n

    For hotel business licenses, the process is even more complex and includes a three-party meeting (applicant, administrative scrivener, and health center staff).<\/p>\n\n\n\n
