1. Property Search To open a Minpaku (under either the Private Lodging Act or the Hotel Business Act), you must obtain written consent from the property owner. Important: Forging the owner’s consent is a criminal offense (forgery of private documents) and may result in imprisonment or fines.

Opening a Minpaku in Nagoya follows a unique process different from Tokyo or Osaka:
